You start with the caramelized hazelnuts: In a saucepan, heat the sugar, cinnamon and water, stirring occasionally.
Coarsely chop hazelnuts and fold into sugar-water mixture.
Stir until the sugar begins to crystallize.
Remove saucepan from heat and let cool for 1-2 minutes. The caramelized hazelnuts are used last as a coating for the balls.
Grind the remaining ingredients in a blender.
Form narrow, firm balls from the mixture and press a whole hazelnut into them.
Roll balls through the caramelized hazelnuts.
Put finished balls in the refrigerator for 1-2 hours.
Cover with melted chocolate and chill again for 20-30 minutes.
